NEW DELHI: BJP national president and Union health minister JP Nadda was on Monday named as the leader of the house in the Rajya Sabha, replacing party colleague Piyush Goyal who was sworn-in as a Lok Sabha MP after winning from the Mumbai North constituency in the just concluded general elections.
Role of the Leader of the House in Rajya Sabha
Goyal was elected as the Rajya Sabha MP on July 5, 2010, and was declared the Leader of the House on July 14, 2021.He was elected as the Lok Sabha MP on June 4, and was sworn in the Lower House on June 24.
JP Nadda was first elected to Rajya Sabha on April 3, 2012.
Role of the Leader of the House in Rajya Sabha
- The Leader of the House plays an important role in drawing up the programme of official business in the Rajya Sabha.
- The primary responsibility of the Leader of the House is to maintain coordination amongst all sections of the House for a harmonious and meaningful debate. For this purpose, the Leader of the House remains in close contact not only with the Government members but also with the Opposition parties.
- The Leader of the House shapes the course and content of legislation, as they are often the final voice in deciding which private members’ bills will receive government support, and whether a question should be left to a free vote.
- The Leader of the House is an important parliamentary functionary who exercises direct influence on the course of the government’s policies and measures in the Rajya Sabha.
- The Leader of the House is generally a member of the Business Advisory Committee, which determines the allocation of time for government bills and other business. If the Leader is not a member, they are invited to attend the BAC meetings.
