PRAYAGRAJ: Allahabad high court observed in a recent order that messages like “dekhte hi goli maar di jayegi” and “trespassers will be shot at first sight” on signboards outside defence installations/stations are improper and Union govt should use “light words” to convey such warnings.
Justice Shekhar Kumar Yadav said such messages/words have a detrimental impact on passers-by, especially children, and thus caution should be exercised while using them.
The court made this observation while granting bail to a Nepalese man accused of illegally entering Manauri Air Force Station in Prayagraj in an intoxicated condition in Feb this year. He was booked under sections 3 and 7 of Official Secrets Act, 1923, and section 461 (dishonestly breaking open receptacle containing property) of IPC. He pleaded that he entered the station without any ill intention, and no incriminating article was found on him.
HC had earlier asked Centre the need for putting up such signage. Centre informed the court that comprehensive security measures are adopted by defence forces to protect its installations/stations from any intrusion, trespassing and unauthorised access. For this perimeter security, manning at entrance and exit, fencing and installation of cautionary boards with messages like “prohibited area, trespasser will be shot” were being used.
“Post terror strike at Pathankot and Uri Army Bases, numerous measures were initiated to enhance security of defence installation/station,” IAF stated in its affidavit.
